在 We had a heavy rain yesterday 和 We get a lot of snow in winter中,have 和 get 可以互換,但它們并不是“下”的意思,因為句子主語是 we,正如你所說的“人們”怎么能“下雨”和“下雪”呢?
其實,這樣用的 have 和 get 均可理解為“有”(含有“經歷”的意思):
We had a heavy rain yesterday. 字面意思是:昨天我們有過一場雨。即:昨天我們這里下過一場雨
We get a lot of snow in winter. 字面意思是:冬天我們會有很多雪。即:冬天我們這里經常下雪。
