at sea 的意思是“在海上”，scatter…at sea 的意思是“在海上撒……”，即“把……撒上大�！�；若用 in the sea 或 into the sea 則表示“把……撒到大海里”，顯然，在這種情況下，沒有必要強調“撒到大海里面”。
