所以我還是不太明白。

第二個不定式的含義，是承接第一個不定式所表達的意義，作進一步的詮釋。例如，你下面這個句子如果沒了第一個不定式所表達的意義，第二個不定式就不知所云：

Is there any hope to get my daughter back or to at least be an active part of her life?

1. Is there any hope to get my daughter back?（一點問題沒有）

2. Is there any hope to at least be an active part of her life? （沒有my daughter 這個信息，本句不定式的含義就是無源之水，無本之木。）

事實上這幾個句子都不難于理解，所以一開始我問的是to at least be 是不是一個讓步狀語---因為它就是表達了一種退一步說的意思。只是老師可能覺提這個說法很荒謬所以就去掉了這個。　　

這是一個很少見到有人探討的語法現象，就像雙重定語從句一樣，一個定語從句修飾中心詞，后一個從句修飾前兩個。

compliance是名詞作定語，意思是：acting according to certain accepted standards。上述兩種翻譯都沒問題，不用討論了。

事實上這個句子的主謂賓我感覺跟老師的看法大致沒有區別，問題是to at least be 作為目的狀語和主句的關系以及它的邏輯主語理解起來卻很有困難，照理說它也應該像to prevent一樣作為poured significant resources into their compliance programs的目的。　　

但是顯然這樣根本沒有辦法理解。我認為最有可能的翻譯就是上邊“至少合規性項目也可以作為一個早期的預警系統”　　

這是因為我查了“compliance programs”是個什么意思，他是這樣一個項目（政府對企業有各種要求，規定；公司為了避免自己的決策措施和這些規定沖突，自己有一個專門的小組負責評估，負責自查自糾）　　

所以公司投入大量的錢建立這樣一個合規性項目（審查自己是否合規的項目）目的是為了阻止犯錯誤，或者至少可以作為一個預警系統　　

基于上述我說不能翻譯成合規的項目，我才說合規性項目至少可以作為一個預警系統，當然我對這個并不滿意思，因為翻譯和句子的結構對不起來。
